BUILDING PERMIT APPLICATION PROCEDURE
Step 1 – Obtain Building Permit Intake Form
Applicants must visit Town Hall to obtain a Building Permit Intake Form. The intake form will list all required documentation including construction plans, site plan, contractor information, and a description of the proposed work. The applicant must complete the intake form and submit all required documentation.
Step 2 – Mayor and Council Review
Once the intake form and documentation are complete, the applicant must appear before the Mayor and Town Council. Council meetings are held the second Tuesday of each month at 6:00 PM at Town Hall. The Mayor and Council will review the proposed project to determine if it is a viable project for the Town of East New Market.
Step 3 – Planning and Zoning Commission (Commercial Projects Only)
If the permit application is for a commercial project, the applicant must appear before the Planning and Zoning Commission after the Mayor and Council review and before appearing before the Historic District Commission.
Step 4 – Historic District Commission Review
All applicable projects must appear before the Historic District Commission (HDC). Meetings are held the third Wednesday of each month at 3:00 PM at Town Hall. The Commission will review the project for compliance with the Town’s Historic District guidelines and architectural standards.
Step 5 – Final Authorization
If approved by the Historic District Commission, the permit application will be returned to the Mayor and Town Superintendent for signatures. The Town Clerk will ensure all required approvals and signatures have been secured.
Step 6 – Impact Fees
If the permit involves new construction, all applicable impact fees must be paid before the building permit is issued.
Step 7 – Permit Issuance
After all approvals, signatures, and impact fees are completed, the Town Clerk will issue the official building permit. Construction may not begin until the permit has been issued.
