PRESENT
Mayor Gary R. Lucks; Councilman Michael Sisson; Councilwoman Valencia Stagg; Councilman Sam Yockey; Councilman Rick Jones; Clerk/Treasurer Michelle Jackson; Edwin Ramos, Administrative Assistant and Code Enforcement Officer; and members of the public.
CALL TO ORDER
Mayor Gary R. Lucks called the regular meeting to order at 6:00 p.m. The meeting opened with the Pledge of Allegiance and an invocation.
OATHS OF OFFICE
Amy administered the Constitutional Oath of Office to Councilman Rick Jones and Edwin Ramos, Administrative Assistant and Code Enforcement Officer. Mayor Lucks welcomed both individuals and thanked them for their continued service and commitment to the Town of East New Market.
BUDGET ADOPTION
The Mayor and Council conducted the second reading of the FY 2026-2027 Budget. The General Fund budget totals $420,159.12 and the Utility Fund budget totals $590,029.96 for a combined operating budget of $1,010,189.08. The budget was approved with no property tax increase. WATER AND
SEWER RATE INCREASE
The Council approved an $18.00 monthly increase to water and sewer rates effective July 1, 2026 due to increased operating costs through the Twin Cities Commission.
FOURTH OF JULY CELEBRATION
Mayor Lucks provided updates on the Town’s July 4 celebration, including participation by the Maryland State Police Aviation Unit and Color Guard, Civil War reenactors, Harriet Tubman representatives, vendors, and the youth parade.
ADJOURNMENT
There being no further business, the meeting was adjourned following a motion, second, and unanimous approval.
