The regular meeting of the Mayor and Council of the Town of East New Market was held on Tuesday, May 12, 2026, at Town Hall. The meeting was called to order by Mayor Gary Lucks at 6:00 PM.

Opening
The meeting opened with the Pledge of Allegiance followed by a prayer for guidance and safety for the citizens and council.
Comcast Service Activation Update
Representatives from Comcast announced that construction within the town limits has been completed and approximately 270 addresses in East New Market are now serviceable. Discussion included resident assistance, customer service contacts, and possible future fiber service opportunities for the Warwick 55+ development.
Approval of Previous Minutes
A motion was made and seconded to approve the April 26, 2026 Town Council meeting minutes. Motion carried unanimously.
Building Permits and Historic District Commission Referrals
The Council reviewed and forwarded several permits to the Historic District Commission including fence, renovation, shed, and deck construction requests.
Code Enforcement Report
Edwin Ramos presented updates regarding several code enforcement cases involving deteriorating structures, overgrown grass, and public safety concerns. Discussion focused on enforcement timelines and compliance procedures under the International Property Maintenance Code.
Friendship Park Utilities Project
The Mayor updated the Council on planned electric trenching and future water service improvements at Friendship Park in preparation for upcoming events.
Street Lighting Update
Council discussed the conversion of street lighting controls from timers to automatic daylight sensors and replacement of failed bulbs on Sugar Drive.
Dumpster Program Discussion
Council reviewed the recent dumpster program and discussed restrictions on prohibited materials as well as concerns regarding unauthorized dumping.
Sewer Smoke Testing
The sewer smoke testing project was completed with no major leaks discovered. Several damaged cleanouts were identified and notices were sent to affected residents.
Water and Sewer Accounts Receivable
Discussion was held regarding delinquent utility accounts, collection procedures, payment plans, liens, and future enforcement measures.
FY 2026–2027 Budget – First Reading
The proposed FY 2026–2027 budget was presented for first reading. The proposed total operating budget is $1,010,189 with no proposed property tax increase.
Twin Cities Wastewater Budget
Council reviewed increased operating costs associated with the Twin Cities wastewater system including electric, chemical, staffing, and maintenance expenses. Discussion included a proposed sewer rate increase to offset rising costs. The Council approved the proposed Twin Cities budget and it will now return to the Twin Cities Commission for a formal vote.
Community Events Update
Upcoming community events including the Farmers Market, movie nights, and Fourth of July celebration were discussed. The Events Committee was thanked for their continued efforts.
Vacant Commissioner Position
The Mayor announced that the town currently has an open commissioner position and encouraged interested individuals to contact the town office.
Route 14 Truck Parking and Traffic Concerns
Council discussed truck parking restrictions, speeding concerns, and overnight idling issues along Route 14.
Document Scanning and Records Management
The Council discussed the town’s new scanning and cloud filing system designed to improve access and organizationof town records.
