Present: Mayor Gary Lucks; Councilman Sam Yockey; Councilwoman Valencia Stagg; Councilman Michael Sisson; Councilman Rick Jones.

Call to Order
Mayor Gary Lucks called the meeting to order and offered an invocation asking for wisdom and guidance as the Council conducted the business of the Town.

Approval of June Minutes
A motion was made and seconded to approve the June Town Council meeting minutes. Motion carried unanimously (5-0).

Dollar General Market
The Mayor updated the Council on discussions with Dollar General concerning conversion of the East New Market store into a Dollar General Market. Although District Manager Jimmy Lee was unable to attend, corporate representatives remain supportive. Council expressed support for preparing a letter endorsing the project.

Building Permits
Council reviewed permits for the Dawkins property, Buckland Parkway Lots 45 and 53, the Taylor residence, and a commercial/residential property. Architectural compatibility and Historic District review were discussed. Permits were forwarded to the Historic District Commission.

Code Enforcement
Thirteen grass violation notices have been issued. Council emphasized voluntary compliance while continuing efforts to improve the appearance of the community.

Infrastructure and Grants
The Mayor reported on the USDA wastewater pump station project, freshwater pump station construction, amphitheater grant, park trail and parking grant, Twin Cities Commission activities, comprehensive planning efforts, Heritage Board grants, town flag installations, depot cleanup, mobile food pantry announcement, and senior apartment audit issues. Council discussed funding strategies and next steps for each project.

Election of Vice Mayor
Following discussion under the updated Charter, a motion was made and seconded to appoint Councilman Sam Yockey to serve another term as Vice Mayor. Motion carried unanimously (5-0).

Citizen Comments
Citizens commented on the Dollar General Market proposal, Fourth of July celebration, data center infrastructure, and general community improvements. The Brown Belt project discussion was omitted.

There being no further business, the meeting was adjourned.
