Present: Dr. Donna Flaggs, Chair; Donna Badgett, Commissioner; Marc Bramble, Commissioner; Kenny Gauen, Commissioner; Mayor Gary Lucks; Edwin Ramos, Code Enforcement Officer; and Len Zeller, Property Owner.

CALL TO ORDER
Chair Donna Flaggs called the meeting to order at 6:00 p.m.

APPROVAL OF MINUTES
The Commission reviewed the May 2026 meeting minutes. A motion was made and seconded to approve the minutes as presented. Motion carried unanimously.

ZELLER PROPERTIES – 5 AND 7 ACADEMY STREET
Mr. Len Zeller appeared before the Commission to provide an update on the condition of the properties and his plans for restoration. Mr. Zeller reported that a mason had advised demolition and reconstruction as a more economical option due to the deteriorated condition of the buildings. Mr. Zeller stated he remains committed to preserving the historic structures and intends to restore rather than demolish them whenever possible.

The Commission discussed stabilization measures including removal of debris, installation of temporary shoring, and addressing foundation concerns. Mr. Zeller advised that work would begin immediately. Members supported the effort and emphasized the importance of preserving the structures while protecting public safety.

Mr. Zeller stated that original materials would be salvaged and reused whenever possible. Existing window openings will remain unchanged and original windows will be repaired and restored if feasible. The chimney has been removed for safety purposes, but brick materials were retained for future reuse as part of the restoration project.

Commission members reviewed the current condition of the buildings. The former Saxon Hardware Store at 5 Academy Street has suffered substantial deterioration in the front portion of the structure. The former firehouse building at 7 Academy Street continues to experience significant foundation concerns, particularly along the side adjacent to the drainage ditch.

DRAINAGE DISCUSSION
A lengthy discussion followed regarding drainage conditions surrounding the properties. Mr. Zeller believes excessive stormwater runoff and poor drainage have contributed significantly to foundation failures and structural deterioration.

Members reviewed the existing ditch system and discussed debris removal, vegetation control, improved maintenance, engineering evaluations, and possible future modifications. The Commission noted that major drainage improvements could require coordination with the Maryland Department of the Environment and the Maryland State Highway Administration. Members expressed concern that the ditch presents both maintenance and safety concerns.

RESTORATION TIMELINE
The Commission reviewed previous directives requiring Mr. Zeller to present a restoration timeline. Members noted that preliminary work has begun and emphasized that restoration activities must continue prior to August 1, 2026. The Commission directed staff to document expectations and future deadlines in writing.

CODE ENFORCEMENT REPORT
Edwin Ramos provided updates on active code enforcement cases.
52 Sugar Drive: violation corrected and case closed.
8 Railroad Avenue: hazardous tree removal scheduled by June 23, 2026.
House of Hinges: fines continue to accrue at $200 per day and legal action will proceed.
Additional grass and maintenance citations were issued to multiple properties throughout town.

BUCKLAND PROPERTY UPDATE
The Commission discussed ongoing foreclosure and ownership transfer activities involving the Buckland Property. Outstanding invoices for violations and utility charges have been forwarded to the appropriate parties. Members discussed preparing a comprehensive restoration package for future owners that will include photographs, historical documentation, architectural requirements, and restoration recommendations. A work session was scheduled for June 24, 2026, to begin preparation of the package.

FOURTH OF JULY UPDATE
Mayor Lucks provided an update on the Town’s Fourth of July celebration. Planned activities include the Maryland State Police helicopter, Color Guard, youth parade, Civil War reenactors, patriotic ceremonies, food vendors, and participation by the Harriet Tubman Museum. Additional American flags will be installed throughout town prior to the event.

The next regular Historic District Commission meeting will be held July 15, 2026, at 6:00 p.m. at Town Hall.
