Historic District Commission Meeting Minutes

Members Present: Chair Dr. Donna Flaggs, Donna Badgett, Marc Bramble, Kenny Gauen, Mayor Gary Lucks, Michelle Jackson, and Edwin Ramos.

  1. Call to Order Chair
    Dr. Donna Flaggs called the meeting to order at 3:00 PM and welcomed everyone in attendance.
  2. Approval of Minutes
    The April 15, 2026 Historic District Commission minutes were reviewed and approved unanimously following a motion and second.
  3. Permit Reviews
    The Commission reviewed a Quaker-style shed permit for 318 Railroad Avenue, a new deck permit at The Crossings off Stevens Alley, and an addition permit on Sugar Drive. Discussion included materials, aesthetics, placement, and site plan requirements. All permits were approved.
  4. Sugar Drive Parking Concerns
    Residents discussed concerns regarding contractor parking along Sugar Drive. Town officials stated contractors may legally park on public streets provided emergency access and traffic flow are maintained. No formal action was taken.
  5. Manning Lane Fence Proposal
    The Commission reviewed and approved a proposal for a five-foot white vinyl privacy fence located behind the residence on Manning Lane.
  6. Zeller Properties – 5 and 7 Academy Street
    Mr. Lenny Zeller discussed deteriorating conditions and possible restoration plans for the historic buildings. The Commission discussed public safety concerns, stabilization efforts, and possible grant funding opportunities. Mr. Zeller was instructed to return on June 17, 2026 with a detailed repair timeline. Restoration activity must begin before August 1, 2026 to avoid fines.
  7. Cambridge Avenue Commercial Project
    Steve presented preliminary plans for an appointment-only vehicle repair business. The Commission discussed aesthetics, fencing, landscaping, and stormwater approvals. Final approval remains pending county engineering review.
  8. House of Hinges
    The Commission reviewed ongoing code enforcement activity involving the property located at 34 East Main Street. Daily fines continue due to non-compliance with property maintenance requirements.
  9. Buckland Property Update
    Unauthorized work activity by a Freddie Mac contractor was discussed. Future enforcement actions and historic material requirements were reviewed pending foreclosure deed transfer.
  10. Historic Preservation Discussion
    Members discussed the possibility of creating a historic museum cluster and preserving important historic structures within East New Market through grants, sponsorships, and partnerships.

    There being no further business before the Commission, the meeting was adjourned.
