Dear Citizens of East New Market,
The Mayor and Council would like to update our residents concerning the increasing cost of operating both our sewer and water systems and the possibility of a future rate adjustment.
The Town just received the proposed FY 2026–2027 Twin Cities Budget on May 7, 2026, for the sewage treatment plant located in Secretary. After an initial review, it appears there will be an estimated 27% increase in operating costs associated with the new treatment facility. Unfortunately, many of these increases are beyond the Town’s control and reflect the rising costs being experienced throughout the country.
- Some of the major increases include:
- Electric costs increasing approximately $9,000
- Chemical costs increasing approximately $13,500
- Supply costs increasing approximately $10,000
- Additional increases in salaries, maintenance, and operating expenses
The Town of East New Market also produces and maintains its own public water system for our citizens. Water production costs have steadily increased as well, including treatment, maintenance, repairs, testing, electric, and infrastructure expenses.
While no final decision has been made, it is important for our citizens to understand that the Town has not experienced a significant water and sewer rate increase in over 30 years. During that time, the Mayor and Council have worked hard to keep costs as low as possible while continuing to maintain reliable public utilities for our residents.
However, with the dramatic increase in operating expenses and inflation affecting nearly every area of government services, it is becoming necessary for the Town to evaluate adjustments to our current rates in order to continue operating the systems responsibly and efficiently.
The Mayor and Council will be reviewing and considering approval of the Twin Cities Budget during the regularly scheduled Town Council Meeting on:

Copies of the proposed Twin Cities Budget will be available for public review at that meeting. In addition, the Town will conduct the First Reading of the FY 2026–2027 Town Budget during the same meeting.
We strongly encourage all citizens to attend this very important meeting, ask questions, and stay informed about the financial future of our Town utilities and municipal services.
